This is the first time in our history where we have had the opportunity to debate budget guidelines with policy documents at the same time. So now we can see how we begin to fit the priorities to the resources available.

Welcomes the Council's budget guidelines of 12 March 2001, which share Parliament's concern for improving implementation and evaluation; looks forward to developing further with the Council the approach taken in their joint declaration of December 2000 on the basis of the progress report presented by the Commission;
